Dora SIRER
Mr Dora Sırer is a social and project management expert with a + 20 years of experience and a BSc. Degree on applied human rights. He has worked under the capacity of Team Leader and Project Coordinator in the international funded projects which gives him a vast institutional knowledge (bureaucracy) on the government agencies including İlbank, Municipalities, Ministry of Health, Ministry of Interior Affairs, Ministry of Labour and Social Security, Ministry of Justice's GD of Forestry, State Hydraulic Institution and etc. . He has proven work experience projects managed by the international institutions including, United Nations Development Programme (UNDP), International Organization for Migration (IOM), United Nations Office for Project Services (UNOPS), IBRD, European Council, European Commission, FAO and etc. His technical skills comprise of preparation of feasibility studies, preparation of environmental and social safeguard documents. He is also a Procurement Specialist with extensive professional and practical experience in WB, EIB, UN, EC PRAG tendering procedures and FIDIC conditions of contracts. He has detailed technical knowledge in the areas of procurement processes, procurement planning, and procurement work flow including the sub-areas of, solicitation of bids, selection processes, and contract administration and contract completion

Manager & Environmental Engineer
GONUL ERTURER
Gönül Ertürer is a highly qualified environmental expert with 30 years of profound experience in working in integrated environmental and social assessment projects. She has sound knowledge of international best practices in mitigating and managing environmental and social impacts of development projects. Ms. Ertürer has a Bachelor’s degree in Environmental Engineering. She is fluent in Turkish and English, both written and spoken. Ms. Ertürer has over 20 years of professional experience in the field of environmental and social impact assessment of a variety of sectors. She coordinated and managed projects subject to international financing; and acquired vast knowledge on environmental and social requirement of different financing groups. She worked in the consulting sector, with international companies such as AECOM and Golder Associates; and she managed for 3 years the Regional Environmental Center office in Turkey. Ms. Ertürer has about 15 years experience in the field of E&S assessment, environmental due diligence and compliance audits. She has over 10 years experience in assessment of hydropower projects and irrigation schemes in Turkey. She coordinated sub-project under Agenda 21 Programme of UNDP Turkey, for a rural case study based on introduction of a pressurized irrigation scheme in Southeastern Anatolia associated with the GAP Project in Turkey. She worked with farmers in order to establish water user associations and to adapt to a new agro-economy to develop along with the irrigation system that was totally new to the farmers. She coordinated with the key government organizations to support farmers and vulnerable villagers to provide knowledge and information on technical details of the new agriculture and also marketing potentials for new crops. Ms. Ertürer recently completed the Strategic E&S assessment for a basin development project that will be financed by the World Bank. She prepared the ESMF and supporting documents for the overall umbrella project to be implemented by four different government authorities

Agriculture Engineer
SERCAN KIRAZCI
Sercan Kirazci graduated from Ankara University, Department of Agricultural Economics as an Agriculture Engineer (B.Sc. Degree) and continuing his MSc. education at the same university and department. He has taken part in many International Projects and Programme and started to work as a Technical Implementation Consultant in TANAP (Trans Anatolian Natural Gas Pipeline) Project during his education. Within the scope of SEIP (Social and Environmental Investment Programme), he took direct responsibility on monitoring activities of more than 60 Grant Projects including but not limited: social and economic capacity increase and development, contributing to the solution of infrastructural problems in rural areas, sustainability of natural resources contained projects targeting eco-system and bio-diversity based investments etc. He has recently worked as an Agriculture Expert position at UN-FAO. During this assignment, he has taken part in the Strategic E&S Assessment for 2 basin (Bolaman and Çekerek Basins) development project that will be financed by the World Bank. He took responsibility on preparation agricultural baseline, identification and assessment part of the documents and assisted the team for preparation of E&S Framework documents. Currently, he is also working with individual consultant contract assigned as an Agricultural an Rural Development Specialist at UN-FAO for mid-term review of EU funded Project which aims to strengthen the resilience and socio-economic integration of SuTP and vulnerable host communities of Turkey through support to agricultural livelihoods.

Environmental Engineer & OHS Specialist
BERKAY OZTURK
Murat Berkay Öztürk is an environmental engineer. He worked for TANAP Social and Environmental Investment Programme as a Junior Subject Matter Expert in Ankara. He was responsible for implementing and supporting over 100 Social and Environmental Direct Grants and Direct Investment and Program Contribution projects. He was conducting project management, financial tracking, budgeting, reporting, and preparing contracts and other related documents. He was responsible for monitoring beneficiaries in project fields and mostly liaising with governmental authorities such as governors. He started working as an environmental engineer at Food and Agriculture Organization of the United Nations in 2019. He has been assisting environmental experts of the SESA Team in the implementation of the ‘Strategic Environmental and Social Assessment’ (SESA) and provide technical assistance in the preparation of inputs to the Environmental and Social Management Framework (ESMF) document

Environmental Economist
ONUR YILDIZ
Onur Yildiz is an environmental economist. He got his bachelor’s degree on Economics at Hacettepe University and he got his M.Sc. degree on Resource Economics and Sustainable Development at the University of Bologna.
He has various experience on IPA projects in Ankara, Turkey on the capacity building projects of Ministry of Industry and Technology and followingly Ministry of Family and Social Services. He worked as a Project Assistant and Finance Officer and took direct responsibility for the preparation of Interim Financial Report and Final Report. Following his graduation on master’s degree, Mr Yildiz worked in Italy for almost 2 years focusing on Grant Management for the development of third sector in Emilia-Romagna region. He took direct responsibilities on writing project proposals for the European Commission on social inclusion of vulnerable groups. He has also taken part of the preparation of Sustainability Plan for local communities. Mr Yildiz has solid experience on regional development programmes and coordination of EU based funds including writing proposals, project implementation, and monitoring. Mr Yildiz has proven knowledge on Circular Economy, Climate Change, Environmental Cost-Benefit Analysis and Local Governance.

Hydrologist & GIS Expert
EREN GERMEC
Eren Germeç is a hydro-geologist and GIS expert. He graduated in Geological (Hydrogeological) Engineering from Hacettepe University in 2008. He has more than 10 years of professional experience in geology, hydrology, hydrogeology, and GIS projects. He has contributed to several EIA/ESIA and pre-EIA/EIA Reports, Biodiversity, and Wetland Management Plans, Biological Monitoring Projects, GIS and spatial database projects, Ecological-Based Scientific Research Projects of Natural Sites and National Wetland Inventory Plans, Hydrogeological field investigation reports, and Hydrometeorological analysis and evaluation projects. Since 2020, he continues the MSc program about environmental health to specialize in hydrological modeling. He recently worked as a GIS and database expert in the Strategic E&S assessment project.

Sociologist
FERAY ARTAR
Dr. Feray Artar is a sociologist with more than 15 years of experience on social impact analysis. She has worked in many infrastructure project as a social expert and project coordinator. She has been working in many IFI funded projects such as basin management, power plant infrastructure, wastewater treatment plants, pipeline construction and so on for conducting social research, resettlement action plan and social impact analysis. She is also working as a visiting professor in several universities on research methods. She has solid background on WB, IFC, EBRD projects as well as she has working experience with GoT such as Ministry of Agriculture, Ministry of Transport and Infrastructure and Ministry of Health.

Biologist
DENIZ OZUT
Dr. Deniz Özüt is a conservation biologist with more than 20 years of experience on species and ecosystem conservation. He has worked in academy, NGOs and private sector with national and international teams. He has obtained his Bachelors and Master’s degree from METU on biology and PhD from Paul Sabatier University on wildlife conservation. He has coordinated the development and implementation of biodiversity integrated forest management in Nature Conservation Centre Foundation, collaborating with General Directorate of Forestry. He has been involved since 2016 in governmental private sector construction projects on wind and solar power plants, pipelines, road and railroad construction as well as basin management projects involving EBRD, IFC and WB. He has also been working as a technical expert and auditor for forest management and chain of custody for FSC certification scheme in Turkey since 2017

Environmental Engineer
ELIF AKCAY
Elif Akcay is an Environmental Engineer who specializes in solid waste. She has been a project coordinator in various provinces and districts for many years in the collection, transportation, recovery and disposal of solid waste. She has conducted feasibility works of sanitary landfill facility, packaging waste separation facility and medical waste sterilization facilities, and the preparation of tender documents for the construction of the facilities (investigation-quantity, administrative/technical/special specifications, operating-maintenance manuals). She has provided trainings for local governments about integrated Solid waste Management Systems and Tariffs for Domestic Solid Waste. In addition, she coordinated projects on domestic and industrial wastewater treatment plants.
